Fixes
- Fixed issue with tinker tools not retaining the metal used (which prevented filling of certain BODs)

- Updated CLILOCs for certain BODs so names on BODs match the item names

Changes
- Must be wearing a costume to be able to Trick-or-Treat this year (more details to follow when it is turned on)
- Changed security on stewards to match mannequins so others from same account can access (not just the character who placed it)
